Why can't I rate games?

title says it all, when I go to rate a game it just tells me the rating that it already has and will not allow me to give it a rating as well.

The rating goes to how many the games had been dowload.

Replying to #2

not at all.Rating games is currently disabled as it is being reworked.

Thanks for the correction loony :D
