no, its for fixing emulation bugs such as the pokemon save bug.

They're used for a lot more than that. IPS patches are basically used for a multitude of things, bugfixes, adding something to a game(Like a new character or something), and those cases where someone translates a game and then converts the data to an IPS patch for everyone's use.

I'm afraid not, you're not going to see much in the way of NDS hacking until the emulators are improved on.As for a place to download IPS patches, try here
