US server and new download interface

Just noticed the new interface and was wondering why do the download speeds constantly change?Also the US server seems to be down for me.

I think it has to do with how many people are downloading at that time.I noticed that in the early mornings (for my time) are faster and when everyone gets off work/school, then the download speeds are slower.
