Mankey evolves into PrimeapeAs for which is better... Personally, I choose Tyrogue. That way, you can choose which pokemon you'd eventually get based on your strategy and play-style

You have to have a good grasp of EV training if you're aiming for one it's evolutions.
Although... another , more expensive way, is to use the Vitamins to change it's stats accordingly when you train it.

All you really have to do is use a few of the vitamins, i don't think they are hugely expensive

You have to remember that those stats can change when you level up, either from EVs or the Nature of the pokemon.
