Too many connections error

So I (a nonpremium member) was trying to download a rom (super smash bros. brawl specifically) and it says i have too many connections, but I am not currently downloading anything (from anything including romulation). I have enough points ,plus I i already purchased it and it should have a 72 hour area where it cost no points right? I even restarted my computer. Please help, Thank you.

I have also the same problem. Had enough points and download does not work and says too many connections. Restarted PC and Internet connection of the router.Please fix it :)Thank you very much.

Okay follow up i can not get my download going now because now i dont have enough points after the reset is ther and thing anyone can do or do i have to wait a week
