Did you go to the place where you need to fight him?

You could use pokesav to get Arceus.

Did you use cheats to get these items?

go to spear pillar and use the item arceus will then appear !

If you want, I have 3 Arceus if you want to trade me for one or two. Not cheated either.I don't even use them.

You need the complete National Dex for Arceus, Darkai, Cresselia, Shaymin and Regigigas(on this case, you need also the other 3 regis on your party)
