There's your problem.
Onboard graphics chipsets totally suck.

you can't get a new one, you have a laptop.

well...i don have a moniter right now, which is why i was trying to use my laptop,my 1'200$ laptop to be ore specific, and it wont place the latest games...as my as i paid for the piece of crap it shold be fire-proof,break-proof,and virus-proof...but thats just my opinion..

...try the command prompt "dxdiag".It will bring up system specs.Also-my laptop can play devil may cry 4 on medium with a decent 40FPS-but that's on the direct x 9 version. If I do 10-it will be smoother but the game will run at half pace (like a slow-mo replay). Is yours running DX 9 or 10-my laptop could do it-and your specs are close to mine.

that is relatively cheap as high spec laptops go, and not even the $3,000 ones can play games properly.

Desktop always the best when you want to play this kind of game :)

yea i do know...but i kinda forgot i asked the first time so yea...ill get my pc specs to you once i get another moniter.
R
get a better cpu, video/graphics card and sound card... all those together will make the game run flawlessly
