Reduced download speed for free user???

My download speeds are odd. The max is 250kbps, yet i'm going waaay beyond that.

I'm using Internet Download Manager... And what does it mean by not counting properly?

Be happy with what you got XD I wonder if one day I'll have that download rate.
If I'm not wrong, 250 is the max for non-premium users.
