Profile Help?

Just wondering, but I went to Forum Profile Information so I could change my avatar, and I wanted to put up an avatar pic from my computer. However, there is no bar to insert your pic. There is just Personalized Picture, and I have my own pic
Specify your own avatar by URL. There use to be the other bar to insert a pic from your computer. Any help?

You can upload your picture at Imageshack.us it'll cost you only like 30 seconds of your time (when you're a man).
Any other way i don't know about.

Yeah, I guess thats the only way. Because I use to always use that bar.. I wonder what happened to it :P
