If your network can only go up to 250kb/s, then you're not going to get anything like 1mb/s.
Could you run a speedtest? It'll help us evaluate your speeds. With only a 250kb/s network, you'll most likely get speeds like 50-60kb/s. There's nothing we can do about that.

if your network/internet speed is 250kbits per second, then the maximum download speed you can download at is 32kBytes per second, because a bit is 1/8th of a byte. You need to sort your units out and make sure you know exactly what your connection speed is (including multiplier and units) before we can determine whether or not there is a problem.Connection speeds are measured in nbits per second, where n is usually k or M, while download (transfer) speeds are measured in nBytes per second, where n is usually k or M. Yes they're different and yes it can be confusing for those that don't understand the difference, but that's just how it works. Your theoretical maximum download speed should be around 1/10th of your connection speed for an easy estimation, or 1/8th for a more precise one.

Do a test here: http://www.speedtest.net/If you can reach high speeds let me know and we can look into our network, if not we can process a refund if you want as you cannot really take advantage of the higher speed.
