If you want a super defensive hyped up Gyarydos
Catch a really low level magikarp
and either chuck it in day care for A LONG TIME
or put an Exp. Share on it
and level it up to level 40
and it does eventually learn tackle and flail
But yes he does get DEF boosts of +4 at some point!
