The following link seen below is for Pokemon SS, my question is why can't i download this file when it seems to say other users have been successful in doing so?

This ROM is copyrighted and you are a bit too late :(you cannot download it anymore, but I can deliver an SoulSilver ROM for you...
I need to check the ROM, though.

Well you could download it before.
But now you can't because of Copyright Laws.

Yes, but you can easily patch it yourself.

here on the forum. Instructions are said!
