Ther eis a legit way, in R/S/E, complete the pokedex, and talk to the Gamefreak guy, and he'll give you one of them, but Pokesav is my preferred method,Who needs a HACKED pokemon? ;D

Whats a PokeSav? I got mine from beating Pokémon Colosseum and Pokémon XD: Gale of Darkness, transfering them to my Sapphire then using that to migrate my pokemons into Diamond. (>0.0)>

Pokesav is an application to edit/hack your save of Pokemon, people use it to get rare pokemon such as event pokemon

^Yeah...or output AR codes. Catch 6 Pokemon at a time in Pal Park (I think) so it registers that you own them.

WHY DIDNT ANYONE TELL ME ABOUT THIS EARLYER!!!!!!!! I actualy took the time and effort to catch and trade pokemons the old, and incredably hard, way and there was something LIKE THIS OUT THERE!!! MOTHER F$%#$%#$%#%$#$%#$%#%#%$#$%#%$#%$#%$#%#$%!!!!!!

All i can say is LOL.

I used it for my R4 sav. file, but i deleted the edited version because it lost the fun of the game, gotta catch em all or at least all the good ones:-pLink here- http://gbatemp.net/index.php?download=326

do not use pokesav IF you havnt capture all catch-able pokemon by your self.....or it will be no point to play the game anymore.
