Just guessing, but it should probably be a ~ (which usually means "around" or "aprox.")

No. Time can't be ~.

No, it's just a glitch that happens occasionally, doesn't mean anything. Just refresh the page and the minutes and seconds will update correctly.

Well i figured it would have been put in to make up for the internet loading times being so varied that it could never be completely accurate to the second at all times.

Buttt... I must wait longer now: It counted UP.

Mine just did the same thing, starting at ~720 and going up, but since it's '-' it is still actually counting down. :)
I refreshed once and it was back to normal.
