OFFLINE Save Converter?

Well, as I'm rarely online these days, I've been wondering... are there any offline game save converters out there? I've Googled up some results, and they all mainly lead me to the Savegame Converter... there's no offline way?

There is one, but is unreliable...It is here.Does not support most save types anyways.

I use this onehttp://www.maxconsole.net/forums/showthread.php?t=26252
