Yes it is no$gba fatal error.I re-downloaded no$gba 100 times.And after few times it shows the error again.

Could be.No$GBA uses all it can get and maybe it gets too less.

im using no$gba 2.6a.This problem shows up when i use no$gba and no$zoomer.

Does your No$zoomer version is 2.3.0.1? and did the problem happened when your run no$gba or no$zoomer?

Could be a Compatibility problem , sometimes with vista or 7'sBy clicking right on the program and properties , then Compatibility then chose to run it in windowsXPAre run as admin right mabe would help also
