Need help on computer parts...

So I am planning on making a computer by myself (rather than ask my brother) and I would like to know...
Can the motherboard be small and still have the best hardware, cooling system, ram, hdd's, videocard etc...
I have an optiplex small form factor, looks like this

so will I be able to do this on a much smaller scale like my optiplex or must it be a giant?....-_-

NO. those cases cannot provide sufficient airflow to cool powerful hardware.
