Memebership Card Confilgrations

I know I'm talking to the right guy yet he refuses to cough up his card! The guy I keep bugging is the one with the spiky red hair, the shades, and the tank top. I've done everything I'm supposed to up until now. Could somebody please point me in the right direction?
