Is the message "Too many active connections" becoming more common lately?

I got the message two times in a really small time interval while downloading small game files. Is there something wrong with the downloads of small files?

we had to reinstall the fileserver from scratch a couple of days ago, this is probably just teething problems. we're working on it.
