How to put cheats on a SuperCard DSTWO?

So, I just watched somebody play a Wi-Fi battle for Pokemon B/W. I see them using a Pokemon called Zoroark. Googled how to get it, turns out you need an event. So now, I'd like to know; how do you get cheats on a DSTWO and does anybody have a cheat to get a ~19 leveled Zorua? Thanks in advance.
