how to catch lugia in soul silver

i already have the silver wing but he is not there.

You need the Clear Bell as well.
Just kick the crap out of the Kimono girls.

Heavy Ball is effective against Lugia.

You didn't complete the entire storyline yet. Wait until you get a phone call to go there.

what do i do next?

Depends on how far you are...

You must first get all 8 Johto Badges then Elm will call you.....then you must fight the Kimono Girls at Ecruteak City to get Tidal Bell....
