HELP! Internet download speed drop

2 Days ago my computer was downloading at 500-700kb (Yeah that speed rocks!.) But ever since I downloaded a program called TCPOptimizer (Its supposed to make your internet faster...yeah right) and my speed has dropped all the way down to 50-150kb, If anyone has ever used that program please let me know. Another thing, a few snow storms have been going around lately (Yay Canada....) so I was wondering if that could be part of the problem. If someone else is using DSL and they are having the same problem please tell me.Thanks(I need a signature)

Call your ISP to see if there is an outage, and or uninstall the software and try a speed test.

Well every time I do a speed test it says that my download speed is about 20,000kb.... ???
