Hasn't this been already been asked a few times?
Anyway, for NDSL the best one is CyclosDS, bit expensive though, if you can't afford that then get an edge, it's a fairly good clone of Cyclos.
For NDSi I think it'd be Acekard 2i.

Get an R4 because it's easy to use and quite cheap online. Note that the R4 can't play GBA roms. Anyway, good luck!

someirishkidDon't get an R4 because it's an unsupported, outdated flashcart and is relatively overpriced online. Note that no slot-1 flashcart on its own can play GBA roms.
