Does anyone know the steps needed in order to browse free on internet using sim chips such as MTN etc.

you can't do it for free. Either you pay data charges or you have a data package.

They'll most likely have a password.
And not to mention it's a very rude thing to do. Internet (especially good speeds) can be very expensive. Using someones Internet is simply not humane.So no, don't use someones Internet.

iv used my neighbors internet before, it only took my a day to cap them. after that they put a WPA2 encryption on it (it had not password on it)

This isn't legal you know even if it lacks password (unless they give permission).
