Did you know a psp can function without a battery, it just means it has to be wired constantly...Answer the following.-Is the battery officially from sony?
-Is the charger offical or 3rd party?
-Have you prehaps dropped or otherwise abused the console?

Read hYpNoS's post again...Take the battery OUT of the PSP and run it directly using just the power cord. That narrows down the problem depending on if you get a response or not.

Can you tell me in what part of that post actually says that you took the battery OUT and tried turning on the PSP?
Charging =/= playing the PSP without a battery.
