Best QR reader for non-smartphones

After a long time of searching on the internet, i only came up with one program that seems to work to read qr codes without a smartphone http://snapmyinfo.com/blog/read-and-decode-qr-codes-without-a-smartphone/ are there any better readers? i cant download apps, and i dont have money for a new phone.

hmm qr is designed for phones since they originally used it in car industries in Japan to quicly scan types of cars.
