Is it outdated? Because I would like to use that character.

almost definitely not. Copyright persists for 75 years from the death of the creator (unless it gets renewed).

Also, there is a new Astro Boy game coming to DS, so the copyright is alive and well and being used.

A new CGI Movie is even in the works, plus just like Doraemon, Astroboy or Atom in Japan-o land has attained immortal status which means their copyrights are kept under lock & key & most likely be renewed when the copyright expires.
