Breath of Fire II Europe

One of my favorite, small-sized role playing games. Storyline is superb, and combat is really simple. BoF2 has a lot of sidequests, including the option of making your own town. Word of advice, though: If you plan on making the "perfect town" you will want a walk-through. There are many different people that take up a position in the town with their own unique abilities, but once you take one person, you cannot get anyone in that same position, and the choice is permanent.
